Vishnu Nair 77cbb96034 SurfaceView: Synchronize add/remove SurfacePackage with VRI draw ...

Apply the SurfacePackage reparent transactions with the next
ViewRootImpl draw so the caller can optionally synchronize attaching
SurfacePackages with contents on the main window.
