This CL should reduce falsing for vertical swipes (quick settings
especially) by increasing the required travel distance and decreasing
the fling sensitivity for vertical swipes on the lock screen.
Manual testing with folks around the office show minimal actual
impact, but smaller, quick swipes are now rejected.

With the Virtual A/B feature, when the device successfully boots after
an OTA update, a dm-snapshot merge operation is performed, which
consolidates the updated images to the base devices.
This merge operation depends on the OTA size and may affect the device
performance until completed.
The new virtual_ab_update_reported push metric tracks the merge
operation duration (if not interrupted), the final merge status and
possible number of reboots that occurred during the merge.

Follow ProtoBestPractices and comments suggested by cl/295218381.
Changing proto definition, should be fine, because these are
fields added after the last Android release.
Move PipelineType enum inside GraphicsStats and add a default
UNKNOWN state.
Rename start_millis and end_millis in GraphicsStats atom.
Fields in GraphicsStatsProto cannot be renamed as these were
part of previous Android releases.

Currently we are using DeviceConfig to set the target SDK level as an
experiment to determine if this causes any significant problem for
existing apps. So for now we just report the change, but once that is
done we can switch to using this for targeting.

<various>; state: LOGGED".

This change adds support for parsing the --force-queryable option from
adb install. When implemented will enable test infrastructure to bypass
most issues that would be encountered by app enumeration without
changes.

The installer may pre-create OBB directories for packages that it is
installing on external storage, in locations like
/storage/emulated/0/data/obb/com.foo . The permissions on this directory
is never explicitly setup; instead, sdcardfs magically fixed up the
permissions to match the package name "com.foo".
With sdcardfs going away in devices launching with R, we need to set
the permissions for these paths up explicitly. Since only vold can do
that, have PackageManager call into StorageManager after an app
install/upgrade to do the correct setup.

Allow showing when control target is IME fallback
1. Add two more overlay windows for long edge sides and now there could
be maximum 4 windows at the same time.
2. To optimize the number of window used, rounded corners should be
shown on left and right overlay windows if there is only long edge
cutout(s).
3. Remove the window when there is no cutout on its edge.
4. Enable the CutoutSpace on landscape in PhoneStatusBarView so that
icons on status bar won't be covered by the long edge cutout.
