Benedict Wong 52629838cb Add CarrierConfig to TelephonySubscriptionSnapshot 
This change ensures that carrier configs are saved as part of the
snapshot, allowing all entities in the VCN to query telephony
subscription information from the same source.

Test: atest FrameworksVcnTests
