This change ensures that carrier configs are saved as part of the
snapshot, allowing all entities in the VCN to query telephony
subscription information from the same source.

This changes the VCN to allow a VCN provisioning package to retrieve
its listing of configured subgroups and clear its own configurations,
regardless of whether it is the active subscription group.
Safety is guaranteed based on the VCN's clearing of packages when app
data is cleared, and when the app is uninstalled. In addition to the
configurations not being retrievable, the clearing of the configs will
ensure that sideloading of an app with the same package name provides
no ability to otherwise impact settings.

We often get bugs where testers have executed a LONG list of test steps.
It becomes extremely difficult to know where in the logs corresponds to
which test script step.
This adds a new telecom shell command:
adb shell telecom log-mark Testing 1 2 3
This command adds a USER_LOG_MARK event log item to all ongoing calls and
to the general telecom logs with the specified message.
Test: Tested using the new shell command to mark the telecom logs in and out of calls.

Reverts most changes to Playback device message handling in Standby from
aosp/1970899, to fix CTS tests and avoid unexpected behavior changes.
aosp/1970899 has all devices use HdmiCecStandbyModeHandler, which causes
Playback devices to ignore or <Feature Abort> certain messages in
standby. This caused CTS failures for cect_hf_4_6_7 and
cect_11_2_2_1 (b/226366076).
This CL moves all behavior-affecting handlers except for <User Control
Pressed> (required for the fix in aosp/1970899) back to TVs only: it is
safer to preserve the original behavior until there is a reason to change it.

Add NET_CAPABILITY_NOT_VPN can prevent Ikev2VpnNetworkCallback
receiving onAvailable when VPN is connected. Otherwise, the VPN
network will be misused as underlying network to establish VPN
connection again, which is a wrong behavior.

Summary cannot be updated with key after notification is removed from NotificationsByKey.
So OngoingFlag of Autogrounpsummary remains.
Modify the GroupHelper interface to deliver summary updateable information.

When disting into the apistubs/... dir (the "new" path),
the merged api txts are called android.txt rather than
current.txt, to align with all the other <module>.txt.
Also add a new dist goal to build just these files into a
convenient location.

Now that these methods are no longer called, and none of them are a
public API or have @UnsupportedAppUsage, they can be removed.
inCryptKeeperBounce() actually had one known app user via reflection,
despite the method not having @UnsupportedAppUsage. However, that user
only made the call if Build.VERSION.SDK_INT < VERSION_CODES.P, so it is
not being used anymore.

Since FDE (Full Disk Encryption) is no longer supported, there is no
need for DevicePolicyManagerService.getEncryptionStatus() to check for
FDE-specific encryption statuses.
There is more that needs to be cleaned up here, but this gets rid of the
dependency on some obsolete StorageManager methods.
