00eb127ef0 Don't call setFrameRate if refresh rate switching is disabled 
When refresh rate switching is set to SWITCHING_TYPE_NONE, DisplayManager
limits the refresh rate to a single value. Calling setFrameRate to SF
is redundant and causes unnecessary duplicate events.

71b6267599 DisplayManagerGlobal: suppress redundant AChoreographer_refreshRateCallback calls 
With Frame Rate Override enabled, an app could get an
AChoreographer_refreshRateCallback callbacks which seem redundant.
An example would be:
1. Display changed refresh rate to 60Hz - callback
2. App's frame rate override changed to 60Hz - callback

To avoid sending these redundant callbacks, DisplayManagerGlobal caches
the last DisplayInfo that was reported to the app and based on it, it
decides whether to send the event or not.

1ca6fa3b38 Add framework-media to sdk 
This was removed in Iff38291b964de4116bcdefe4fd74136c4878c543 in favor
of using the bootclasspath fragment. However the bootclasspath fragment
for media does not contain the API tracking files, so it back for now
to make sure we can finalize the media API files.

This CL may be revertable in the future if we can get the
java_sdk_library into the bootclasspath_fragment somehow.

c9b7dfea0c Bypass fixes for clock 
1. Algo bypass flag can be ignored for positioning, as it was causing
the keyguard to get stuck and show underneath the bouncer.
2. Cleanup old layout code
3. The clock would disappear after face auth on reboot, since the
bouncer is required. Check for strong auth

745deffa8f Backup POWER_BUTTON_LONG_PRESS 
Starting with Android 12, start backing up this setting to restore the
user's pref across devices. For users upgrading to a 2021+ device,
they will get the new default (assistant on long-press). If this user
then restores to an older device, they will then get this new behavior
on that device as well, even though it isn't the device default.
