During high speed recording, 4 CaptureResults are marked
in the mPartialResults at one time, but only 1 is removed.
This change fixes to remove requestCount of CaptureResults
at one time.

When revoking previously authorized adb grants, the prompt indicates
access will be revoked for all computers that were previously
authorized; the intent of this was to remove any grants previously
authorized with the 'Always allow' option, but this could also be
read to indicate existing connections are terminated as well. This
commit disconnects all existing sessions by toggling the adbd
service; the original behavior can be maintained for lab
environments by modifying the global Setting
adb_disconnect_sessions_on_revoke to 0.

This is the first step in allowing Exo and the Chromebook to act
on streamed screen content on behalf of its accessibility users.
It was assumed Exo would have access to this permission, but since
it's not signed by the platform, the signature-level permission is
not automatically granted. This fix allows only pre-installed,
privileged apps that have this role, and which have asked the user
for consent to stream and communicate with apps on the mobile device.

When system is in UI_MODE_TYPE_CAR pressing home button will relaunch
the driving mode overlay (aka gearhead/Morris Mini), which is a full
screen translucent activity. In that specific scenario if there is
an app that can enter PiP mode we should still allow that transition.

If a user is restricted with DISALLOW_INSTALL_APPS restriction,
PackageInstallerSession throws a SecurityException causing PIA to crash.
