Handle feature flag changes on a background thread so we're not blocking
the main thread which might already be locked.

4. WiFi setting is transferred and the target device connected to internet. Getting your phone ready screen is shown
6. Wait and observe. SysUi should not hang / black screen.

Creates a System UI "auth" module that can handle logic surrounding
application state like device unlocked, the selected authentication
method (e.g. PIN, password, pattern), and whether bypass is enabled.
Also handles business logic like locking and unlocking the device and making sure to automatically treat the
device as unlocked when the authentication method is "None".

With the current CancellableHandwritingGesture,
cancellationToken is only attached at the time of writeToParcel. However
if editor is in same process as IME (i.e. IME contains the editor),
writeToParcel will never be called and token will never be set.
This change refactors code to not unbeam if we didn't beam cancellation Token.

For tracking camera performance, it is helpful to know the order in
which camera sessions were created.
This CL adds a sessionIndex field to CameraSessionStats which tracks
the order in which sessions were created. This field is logged by
ICameraServiceProxy.
