Nate Myren d3a6385686 Permission flag updates now notify listeners ...

Added a version of the onPermissionUpdated and
onInstallPermissionUpdated methods which will notify
OnPermissionChangedListeners, and added this to the
PermissionManagerService "updatePermissionFlags" and
"updatePermissionFlagsForAllApps" methods. Also adds
OnPermissionsChangedListener to @TestApi
