Charles Chen 4f6fc19215 Apply SplitAttributesCalculator to SplitController ...

This CL implements SplitController#set(clear)SplitAttributesCalculator,
and also invokes #computeSplitAttributesForParams
in #computeSplitAttributes to compute the split attributes based
on the current device state.
