Merge "Mount/Unmount secure containers Persist flags in PackageSetting. Flags are relevant to ApplicationInfo.FLAG_SYSTEM, Application.FLAG_ON_SDCARD, ApplicationInfo.FLAG_FORWARD_LOCK.
