Lorenzo Colitti b55bf38351 DO NOT MERGE: CaptivePortalLogin: set mixed content policy to compatibility. 
This makes the policy for mixed HTTP/HTTPS content match Chrome.
This allows us to display login pages where unimportant
subresources are HTTP.
