Since we do this onLayout it's unnecessary to update the location here
plus it causes an NPE as the parent may not be laid out yet when
accessing collapsed height.

We're really only interested in tracking down when the system UID
tries touching missing data paths, since it's the only one with enough
permissions to mkdirs() directly without going through installd.
Without the guard added in this CL, we'd end up logging for direct
boot aware apps that tried obtaining CE paths while locked, which is
perfectly valid.

Sometimes in the case of pinned animation, we end
up with multiple animations on screen. For example when
transitioning pip->fullscreen, we are typically closing recents,
and replacing it with a task behind. We need to delay swapping ourselves
to the fullscreen stack until this app transition has finished,
otherwise we will be in the fullscreen stack with the transitioning app,
but not transitioning ourselves and thus assigned a lower Z-order.

In some cases restartLoader calls that happen in quick succession
could cause the new loader to become stuck and never run. Treat loader
restarts for loaders that have not yet started the same as starting a
brand new loader.

This callback was never used by WebView and anyone that overrides it
is going to just be broken since we never actually call into it from
the method that WebView does call. Furthermore, the WebView team has
decided that the API has too many complications to ever implement,
the most notable of which is that MotionEvents tend to come in
streams that would need to be buffered in order to detect the event
before it can be determined whether they were handled or not which
means that any uses of the API are inevitably going to be janky
experiences.

Having the docked stack across user switches currently leads
to issues like wrong configuration state for apps. Dismissing
docked stack for now until we find a better way to handle this.

- If a notification is updated, make sure that the focus
is kept even when the change cannot be applied inline.
- Make sure to update the pending intent to match one
of the new actions in case the old one is no longer
valid, and to prevent sending text to the wrong action
unintentionally.
- Keep focus when switching between heads-up and expanded.
- Prevent the action container from becoming transiently
gone during reapplying.
