This is a workaround for the fact that currently, relying on the GC to
release those resources is unreliable and on the other hand having an
explicit close() that isn't tightly coupled with the internal details
of the parcelable is not possible (filed a bug).
Test: Manual verification of soundtrigger operation.

Propagate HW toggle state from InputManagerService to SensorPrivacyManager.
Enable devices with 2-way (on/off) or 3-way hardware switches (on/mic-only/off)
to control the microphone and camera privacy toggles state and behavior.
Devices map the hardware toggles GPIO to SW_MUTE_DEVICE
and SW_CAMERA_LENS_COVER codes, which are handled by InputFlinger -> InputManagerService.

The SoundTrigger HAL can deliver additional context about the kephrase
that was triggered along with the trigger audio. This change moves to
expose the information which was previously suppressed by the Android
framework.
Data exposed:
- Keyphrase extras providing details on what phrase was interpreted by
the voice engine
Extra keyphrase information provided by the SoundTrigger HAL which was
previously suppressed is also exposed.

Call the updated native version of getDisplayDecorationSupport (added in
I961051c0a660b596039ac04b546040764ee20d34), and convert the NDK struct
into a Java class. Depend on the graphics AIDLs, which now have Java
backends. A future CL will update SysUI to call the new API.
Add a PixelFormat for R_8 to correspond to the native version. This will
allow SysUI to use COLOR_MODE_A8 when the HAL reports R_8.
If64fd6924960f592b7a211371bc2ca6536ae34f7 demonstrates using this.
