If a SyncRequest builder is used to create a sync
request and setRequiresCharging(bool) is used,
the sync request requires charging irrespective of
the boolean value provided. This cl fixes the issue.

The getService() and registerAsService() methods of interface objects
now have default parameters of "default" for the service name. HALs
will not have to use any service name unless they want to register
more than one service.

Previously (post Android N) we decided to introduce
a gesture detector in textView and trigger the onClick()
over a clickable span when onSingleTapConfirmed was
called. The problem is that onSingleTapConfirmed also
waits for double tap timeout to make sure (to confirm).
This has a chance to break some apps so relax the
rule to only look for onSingleTapUp.

still fixed
* slightly amended the ClickableSpan JavaDoc to
specify that the onClick gets triggered if the
span is selected when clicked (note that this
behavior is unchanged since ClickableSpan exists,
added just an extra hint to devs)

Reset mDeviceInDemoMode when the device exits demo mode. This isn't a
supported configuration in the production devices, but it's used for CTS
in order to run tests back-to-back without reprovisioning the device.

Previously all running services for the user were returned when calling
ActivityManager#getRunningServices. This changelist enforces restrictions
similar to getRunningTasks, where only the user services with a matching
uid will be returned.
