Because custom notifications don't have their background
Color reapplied, we need to ensure that the color is saved.

As of O, gradients are interpolated in linear space. This unfortunately
affects applications that were expecting a certain behavior for the
alpha ramp. This change attempts to get the best of both world: better
color interpolation (in linear space) and the old alpha interpolation
(in gamma space). This is achieved by applying the electro-optical
transfer function to the alpha channel; an idea so wrong it would
make any graphics programmer worth his salt weep in disgust.
As abhorrent this idea might be to me, it also acts as a faint
beacon of hope admist the unfathomable darkness that is Android's
color management.
And if you allow me another misguided metaphor, this change
represents the flotsam I can cling onto in the hope to one day
reach the bountiful shores of linear blending and accurate color
management. Would this change not fix the distress caused by its
predecessors, I will have no choice but bow my head in shame until
the day I can finally devise an infallible plan.

New android:targetProcess attribute on <instrumentation> allows you to
specify the processes the instrumentation will run in.
This reworks how instrumentation is run in the activity manager to better
formalize its state and semantics, allowing us to keep track of it across
multiple processes. This also clearly defines what happens when multiple
instrumentations are running at the same time, which is useful for writing
CTS tests that test the instrumentation APIs themselves.
Adds a couple new APIs to Instrumentation that helps with the new
situation where instrumentation can run concurrently in multiple processes.
Test: new CTS tests added (textXxxProcessInstrumentation in
ActivityManagerTest.java in cts/tests/app/src)

- Starting sensor service in separate thread led into occasional 1 sec
blocking of WMS inside PhoneWindowManager to get sensor service.
- Change startSensorService into blocking call and call it from
separate thread using SystemServerInitThreadPool.
- This does not improve best case boot-up time but fixes occasional 1 sec delay
which is happening in 10 to 20% rate. So this is potential 100 to 200ms saving for many runs.

Deprecate the following API's:
1. pingSupplicant() - We don't want apps trying to figure out if
wpa_supplicant is running or not. It should not be something that
apps need to know.
2. saveConfiguration() - No longer needed, we automatically persist data
when needed.
Other changes:
1. Reworded the docstrings to remove direct reference to wpa_supplicant
for network configuration related API's.
2. We no longer allow apps to modfiy network configuration of other
apps. Added a docstring explaining that in the 3 modify API's.
3. Changed the wording of enableNetwork's |disableOthers| flag.
