e33c3c81af Fix requiresCharging false value ignored issue 
If a SyncRequest builder is used to create a sync
request and setRequiresCharging(bool) is used,
the sync request requires charging irrespective of
the boolean value provided. This cl fixes the issue.

Bug: 35027396

Test: Tested manually by looking for the charging bit in jobscheduler
dumpsys.

6addd61ff8 Remove uncessary dependency of libhwui 
- libRS.so is not directly used. It is accessed by libRScpp.so.

53fcf11cf5 Separate cluster-focus and default-focus. 
Now properly cleans-up cluster-focus and default-focus chains
on view-removal (was only cleaning 1 level previously).
Separated cluster-focus and default-focus concepts.
Made default-focus robust to changes in default-focusable
views (previously un-marking a default focus wouldn't reassign
default focus to still-existing default focusables).
Cluster-focus falls back on default-focus when no saved
cluster-focus exists.
