121e478ed4 Fix buffer overflow in Trace's JNI layer 
There doesn't appear to be anything better
than blindly make a buffer 4x the length of a
jstring if a maximum buffer size is useful.

So do that.

This does slightly regress Trace's performance.

8b83dc1718 Reconfigure GNSS HAL NFW proxy app list on GNSS service crash 
Fixes: 134729449
Test: 1. Killed GNSS service several times and verified that the
         GNSS HAL is reconfigured.
      2. Verified on reboot the GNSS service is configured correctly.
