Iterate over all possible device states, retrieve the logical display
on each state's layout indicatead by the given display id, and
return the collected display info. Ignore disabled displays
since some displays will be disabled for certain device states.

Add a new flag GO_TO_SLEEP_FLAG_SOFT_SLEEP. When set, this sleeps the
device only if its user activity keeping it awake. If its otherwise
staying awake because an application is holding a wakelock, then the
device continues to stay awake.

Updates onScreenTurningOn/device state callbacks
in the unfold overlay class to be executed on
the background thread.
This allows to draw the first black frame even
if SystemUI's main thread is busy at the moment,
so it will be less likely to have flicker because
of that.
Also this CL adds a separate thread to render
the vignette to avoid conflicting with the other
operations made on the shared background thread.

The old constraint strategy broke when our CosntraintLayout library was
upgraded, so this updates it to not use double references.

USI stylus low battery notifications should only appear when
bluetooth battery notifications are not available.
There is currently no way to differentiate USI styluses, so any
USI stylus being used will use the same notification.

It was unnecessary - the DozeScrimController is enough
to determine whether the device is pulsing.
Test: show a notification (via notify test app) in AoD, then
authenticate from AoD and notice the screen doesn't light up
before transitioning to the home screen.
