When the flag is off, regionSampler was being created and registered, but
it actually does nothing. So guard this code behind the flag to avoid
confusion.
Note: I noticed this while debugging b/254095511. But this current CL
isn't required for the fix for the bug (ag/20597942).

When a fullscreen task is moved to the front of the freeform TDA from
recents, any previously visible freeform apps should remain active
in front of home and behind the task that is moving to front. Since
they were sent behind everything when recents opened, they need to be
moved to the front again by the controller. Let #handleRequest accept
TRANSIT_TO_FRONT transitions as a signal to move desktop apps to the
front, just like it does for TRANSIT_OPEN.

Since Android T QPR1, Wifi can now remain on when entering airplane mode. So the Interent tile will show different information depending on whether WiFi is enabled or not. On the other hand, Cellular will always be disabled whenever APM is enabled.

"audio" dumpsys captures the logs from PlaybackActivityMonitor.
This includes the activity of the SoundPool in AudioService which
handles the sounds effects for the UI, such as touchsounds. But
with touchsounds enabled, too many important player logs are lost
as UI playback events fill the rolling window of logs.
The fix consists in SoundEffectsHelper giving a handle of the
PlayerBase used for effect playback to AudioService, which then
tells PlaybackActivityMonitor to not log playback events for this
player.

Match the animation of the user switcher with the pin view.
Increase the duration of the animation and add a y translation animation
when invoking the appear animation.
Also refine the entry text animation. Ensure that prompt is shown first
by removing animation time. Also ensure that initial text does not
animate in so that the entry animation is better refined. Added tests as
well.
For some of the tests, ktfmt reformatted the tests...these should just
be formatting changes.

The test is trying to verify the total latency is greater than 0ms.
But if the process goes really fast, it could be done < 1ms so the total
latency is 0ms.
This issue is fixed in Android T and above in ag/16995926.

The dark scrim was added with a value of 0f (that means, completely black), and then updated in the background thread with a value of 1f (completely transparent).
This was ok when unfolding (as the overlay needed to be black at first), but not when folding (as it needs to be transparent at first)
When the background thread was slow, this was causing one completely black frame at the beginning of the animation.

Calling Dialog.dismiss() requires a safe condition, including that
dialog is shown,and activity is neither finishing nor destroying, so we
should add a precondition check here to avoid crash.
