Adds a controller for PipControlsView so that depdencies can be provided

We now use the sequence number of the atrace tag rather than a Binder
transaction, so zygote can observe changes to the tags.

Pullers were moved to frameworks/base because of migration, thus they
call AppOpsService.getHistoricalOps() with SYSTEM_UID and PID.
In addition, for stack trace reporting we need to call
getHistoricalOps() from system process.

This change fixes the CTS failure in AudioPlaybackCaptureTest caused by
ag/10111312 and ag/10111311.
It contains the following fixes/changes:
- Capturing of voice communication is only allowed when the caller is
explicitly asking for an attribute match USAGE_VOICE_COMMUNICATION.
If an app adds that match rule, then the permission check for
CAPTURE_VOICE_COMMUNICATION_OUTPUT will take place. For all other
rules (like UID), the caller will receive silenced audio for voice
communication.
- Capture of voice communication will be only allowed for privileged
capture. Hence other then CAPTURE_VOICE_COMMUNUCATION_OUTPUT, the
calling app is also assume to have CAPTURE_MEDIA_OUTPUT.
- Code cleanup, mainly in AudioService.java
This change is accompanied by ag/10242954 on the native side.

Beginning elements of using an ActivityView in lieu of detail
panels. The concept works, but more refinement is needed. We would
want to limit to a single activity and properly handle events to close
the dialog. To test, set this flag:

When processing the reset of task by ResetTargetTaskHelper, we should
prevent to process task with ActivityStack case. This CL exclude the
root task(ActivityStack) when execute the processing the reset of a task.

The added screens are for the following scenarios:
- No resolved apps on the visible tab
- Sharing not enabled by admin for the visible tab for both
directions, work->personal and personal->work
- Work profile is disabled
Other changes in this CL:
- Make the intent resolver height suitable for the empty states
- Handle landscape mode gracefully by hiding the content preview
if the tabs are shown
- Show the content preview view as part of the list view if there
are no tabs present, and above the tabs if tabs are present
- Remove elevation if showing the tabbed view

This patch marks the most important turning point of this
refactoring. Cleanups removing unused code will follow.
Replace the old network-major reassignment computation with a
much simpler and faster loop that takes each request and assigns
it the highest-scoring network.
All tests pass, of course.

This patch finally separates completely computing the rematch
from all the side effects. A collateral effect of this is to
compute correctly the background network state in
rematchNetworkAndRequests, which compensates the breakage
from the previous patch.

To compute accurately whether a network is in the background, the
linger state needs to be updated. Do that before computing whether
a network is in the background and possibly calling
applyBackgroundChangeForRematch.
However ! As of this patch, rematchNetworksAndRequests computes
a wrong value when adding to the list of affected networks, because
it is looking at intermediate global state. Somehow this used to
compensate exactly for the way reading back the state was wrong.
There might have been a few undetected bugs there, but none is
known.
As such, as of this patch, rematchNetworksAndRequests still
computes a wrong value while the computation when applying that
state now computes the right one, so the tests do not pass.
This patch must be checked in together with A44 2/2 which will
fix the computation in rematchNetworksAndRequests, but is kept
separate for ease of review.
