Annotations such as @SystemApi cannot be jarjared to a different
package, as the members would not match the system API declarations.
Instead, only build against the annotations from
framework-annotations-lib, but do not include them as classes in the
output jar; annotations are not required to be available to the
classloader at runtime.

This service is used to interact with TunerHAL interface and the Tuner
framework to manage the Tuner resources currently used on the device.
Tuner framework claims resource from this service. The service will
handle the requests from multiple applications based on their priority.

- In R, we allow long edge cutouts and therefore a new ALWAYS flag is
added which allow apps to be laid out in all edges. So now we have to
ensure apps with SHORT_EDGES mode to be laid out only in short edges.

The previous implementation of computeWindowInsets is to
use last view from WM#addView, which may be invalid because
the last added view is removed and throws NPE when getting
property from the invalid view.
In this CL, we change the approach to always obtain window
insets from server.

On certain midrange and lower-specced devices, apps could be running
without hardware acceleration. Insets animation relied on ThreadRenderer's
frame-by-frame callbacks to animate system bars / IME.
When hardware acceleration is not available, we should just animate it
without any frame sync for now.

GWP-ASan is part of the native allocator, and may allocate some memory.
When GWP-ASan is enabled, JNI needs to look inside of
GWP-ASan regions as well for native allocations.
