Because CTS tests must run on user builds, the compat change for testing

FalsingManager, however, directly registers itself with the
DumpController, so this call is redundant.

Secondary physical displays are now properly categorized as TYPE_INTERNAL
or TYPE_EXTERNAL, rather than assumed to be external. LocalDisplayAdapter
distinguishes between primary/secondary and internal/external categories
when populating DisplayInfo.

There are some failures during CTS tests which fail to arm the
RebootEscrow HAL, but the reason is unclear due to lack of logging
during error cases. This adds the missing error logging for cases that
shouldn't happen.
It also adds logs for success cases that should only happen once per
boot: escrow key restoration per user and escrow key arming per boot.

v4 is a streaming add-on to the existing v2/v3 schemas.
Flow:
- APK is signed with v2/v3 and v4 signature blocks,
- on installation, v4 signature bytes are stored next to the APK in
hidden block,
- on each read from APK, kernel verifies the v4 signature using
fs-verity-like code,
- on parsing/verification, we extract certificates from kernel and
compare them with certificates extracted from v2/v3 signature block.
By doing this we are making sure that v4 signature is produced by developer and original APK bytes are not changed.

We now use the sequence number of the atrace tag rather than a Binder
transaction, so zygote can observe changes to the tags.

Voice Assistant can be disabled on a user-level. Adding this null check
prevents crash for when Assistant is enabled for the system in general but
disabled for a specific user.

Test: Manual -- Change config_disableLockscreenByDefault to true to
emulate the environment in which Volvo observed the bug. Verify that
switching to user0 through adb shell switch-user 0 causes the same crash.
Verify that the crash does not happen with the new null check.

This test is flaky because sometimes it succeeds in inflating
its ExpandableNotificationRow, and sometimes it doesn't. When it
does succeed, it is currently getting an NPE. This CL fixes the
NPE, as one of the methods that needed mocking was missing.

UserspaceRebootLogger class is introduced to encapsulate (tiny) state
machine for logging of userspace reboot.
So far state is stored in a persistent property, but that can be changed
in the future.
Unit tests will be added in a follow-up CL.

These two annotations are already in the public/system stubs,
but are re-written to be package private instead of public. This
makes them inaccessible to libs building against these stubs.
When setting sdk_version:<X>, the stubs of X will appear before any
other libraries on the classpath. This also makes it impossible for
modules to add Nullable annotations of their own when setting sdk_version.
Exposing these annotations as public in the module stubs makes it
possible for modules using these annotation to specify an sdk_version.
