Adds a hidden API behind an internal permission check that allows the
Settings app to use specific text to BiometricPrompt for credential
auth. This allows the work authentication prompt to use work-specific
language when verifying work credentials, while retaining more generic
language when authenticating with biometrics.
Test: Work lock prompt shows "Enter your work ___" for credential
Test: Work lock prompt now shows "Verify it's you" for face

The previous known directories seem to be removed in some case and
breaks the test. Since the intention is to exclude directories and
compare existing files, exclude all directories instead.

Cached call values are kept in ChangeIdStateCache (per-process cache).
Use "cache_key.is_compat_change_enabled" system property to
invalidate the cache (i.e. any value different from the last observed
will trigger an invalidation).
Any process can read that property, but only system server can change it.

- New @SystemApis on Conference and PhoneAccount were missing the required
permissions annotations.
- Rename PROPERTY_ASSISTED_DIALING_USED to PROPERTY_ASSISTED_DIALING

across Connection and Conference classes.
- Clarify Conference#sendConferenceEvent API documentation to match the
docs present for similar method in Connection; include some examples of
valid event/extras combinations.
- Update TelecomManager#getDefaultdialerPackage to use UserHandle instead
of userId.
- Move Conference#getConnectionStartElapsedRealtimeMillis to public API
since the setter is already part of the public API.

KEYGUARD_DISABLE_SECURE_CAMERA on the parent profile.

instead of acting as an internal call. This change extracts the ones
