Add Enhanced Connectivity Developer option switch. This switch will
allow the connectivity thermal power manager to actively shutoff 5G in
order to save power when cellular throughput is below the set threshold.

Adding some documentation around JobScheduler.schedule() quotas so

Currently the active user in the user switcher is identified
in the UI by rendering the username in a bolder typeface. As
we are exploring other treatments, switch to using text appearance
instead.

exist this:
- Adds a method to create a home stack if the display should have one
and it doesn't exist.
- Replaces calls to DisplayContent#getHomeStack() if those calls assumed
a home stack would exist.
