2781d0b2d2 Implement dumpsys bluetooth_manager --proto 
Add BluetoothManagerServiceDumpProto for protobuf dumpsys of bluetooth
manager service. Primarily used by incident service to capture an
incident report proto.

Command to invoke (any of the following after lunch and env setup):
$ adb shell dumpsys bluetooth_manager --proto
$ adb shell incident 3050
$ incident_report 3050

Test: Execute the above commands and compare the output against normal
dumpsys

659f44dc1a Use renamed AStatsSocket_close() 
As part of statsd becoming a Mainline module in R, we need to formalize
the API surface for statsd. This change updates the usages of
stats_log_close() to AStatsSocket_close() created in ag/10299810.

8846aaac9a Don't mutate permission state when setting app op from PermissionPolicyService. 
Previously the REVOKED_COMPAT flag may be updated when
PermissionPolicyService is setting app op mode, however it should not
do so because the app op mode is coming right from the permission
state it was seeing. Mutating permission state would lead to incorrect
permission state when PermissionPolicyService and PermissionController
are running concurrently, and by no longer mutating permission state
in PermissionPolicyService, the app op state will eventually arrive at
the correct state even when there's some concurrency.
