e69b5f4177 Cache result from VibratorService.hasVibrator in SystemVibrator 
The existing implementation of performHapticFeedback in
PhoneWindowManager uses both hasVibrator and vibrate methods from
Vibrator class. The implementation of VibratorService.hasVibrator is
already constant, returning true if the device has a built in vibrator.

This adds a cache for this value to SystemVibrator, to avoid binder
calls to system_server after the first one.

6b240f30c2 Converts FeatureFlags to use overlayable resource flags 
Updates the FeatureFlags wrapper to be backed by resource booleans.
These flags can be modified via RRO to create different build
configurations.

These flags can be locally overridden on all configurations where
are_flags_overrideable is true. It's intended that this value is
true for development builds but not production ones.

3e4f8e1a7c Task letterbox for resizable fixed-orientation app in dual DisplayAreas 
Before, when both DisplayAreaGroups set ignoreOrientationRequest to
false, launching two resizable apps with different orientations will
end up with two apps in the same orientations. One app is in the
orientation different from its request.

This is because Task only letterboxes when ignoreOrientationRequest is
true, but it should also letterbox when the TaskDisplayArea can't
specify orientation (happens when it doesn't have focus).
