The visible-requested state of non-activity/wallpaper window is
usually true because it doesn't consider token visibility and the
policy visibility isn't hidden.
Since insets change will also trigger reportResized if
WindowFrames#hasInsetsChanged() returns true, the visible-requested
state should be only used if the token of window implements
isVisibleRequested(). Otherwise all invisible window will receive
resize and report drawn for configuration change, such as display
rotation.

Record an instant trace event if we encounter a timeout while waiting
for relro creation, using the same message we already log.
We're seeing a number of occurrences of this timeout in cases where
WebView is otherwise working in traces, so this should help to debug.
Using the ACTIVITY_MANAGER trace tag as it's enabled for the trace
collection pipeline already; WEBVIEW is not.

In some cases, the device/route name could change without also updating
the ID. This updates the check to include all fields of MediaDeviceData except
for the icon (which can change reference more frequently than is necessary
to reload). Now if the name, status, or intent has changed, listeners
will be updated to have the new info.

Otherwise the activity will launch, then the window will quickly flip
back to the fully expanded shade and make the user watch the collapse
animation before finally showing the activity that was started.
This path only occurs when the keyguard is unlocked, and triggers the
remote occlude animation to run.
