Problem:
The context from getPackageContext() does not have the theme set.
Solution:
Use the SystemUI theme to inflate the icon.
And we probably want to have a unified theme for all action chips anyway.
Test: Send myself a message "Code 12345", Verify that the
icon works in both light and dark theme.
Test: Send myself a message "www.android.com", verify that the
app icon is shown properly in both light and dark theme

Root cause: systemui run as user 0 service to handle all of users'
notifications. And, the users can user the copy/cut/paste
functionality.
Solution: To crate @hide API in TextView let SystemUI to mark the
TextView instance should check if the power of
INTERACT_ACROSS_USER_FULL is needed to be restricted.
e.x. Keyguard password textview/Notificaiton entries

Smart reply updates are not visually interruptive and bubbles should not
show flyout for them, since flyout text remains the same.
1) Modify NoMan.isVisuallyInterruptive to skip evaluation of fields
irrelevant to bubbles
2) Modify NotificationComparator to rank interruptive notifs higher
3) Pipe bool (isInterruptive) from system_process to SysUI
NoMan --- set bool on notif record and ranking
Ranking --- parcel bool for cross-process transport
SysUI notif entry --- get bool from ranking
SysUI bubble data --- on notif entry update, suppress flyout if isInterruptive=false
Considered adding "isInterruptive" bool to StatusBarNotification.
Did not because "visually-interruptive" is additional information that the
system figured out and SBNs should be limited to info from the app.
4) NoMan --- schedule ranking update if interruptive changes for bubble

This change ensures we find ALL known packages that could be consuming a
shared library, not only currently installed ones. Without this check,
the system may get into a state in which we have currently uninstalled
but on-device apps that depend on a shared library that does not exist
on device.
This change also leaves static shared library packages on device even if
it's not installed for any of the remaining users as it could still be
used, but marked uninstalled for users in which it is consumed.

When we received the wallpaper service disconnected, we could not
immediately know the reason for the disconnection, so if the service
was disconnected because the package was updating, and we received
the update broadcast after 1 second, in original design we will only
revert to the built-in wallpaper. However, it will be too late to bind
the original service after we receiving the package update broadcast.
In this CL, if currently wallpaper service is accidentally disconnected,
we will try to re-bind it for 10 seconds.

Currently when application calls ImageWriter.newInstance(Surface, int,
int), the default format of UNKNOWN is overridden to surface format in
Java side before being overridden again to user specified format (from
RGBA to IMPLEMENTATION_DEFINED). This breaks backward compatibility with
certain gralloc implementations.
Do not override UNKNOWN format in Java side.
