c9f0c232ae Fix the context leak in the ContentCapture 
Activity cannot be released because the context be holded by multiple
objects.
* Activity holds ContentCaptureManager.
* ContentCaptureManager holds the context and MainContextCaptureSession.
* MainContextCaptureSession holds the context and ContentCaptureManager.
* The system server holds some binder references to MainContentCaptureSession.
If the system service never released the binder references, then the
activity is also never GC'd.
To avoid the issue,
1. Make the session state receiver of MainContextCaptureSession to be
   static and uses weak reference to MainContextCaptureSession.
2. The direct service vulture may miss to do unlinkToDeath(), do a checking
   while the session destory.

c5aa333acc Fix some minor issues with animating dismiss 
- Also decrease the magnetic field radius to bias towards moving
  the PIP vs dismissing it
- Rotation was causing the bounds animation to be canceled while
  mTemporaryBounds was still set leading to the wrong starting
  bounds in the next orientation.  In this case, we can always clear
  temporary bounds whenever synchronizing bounds.

8bcf198c67 Memory leak due to no stop for IpNeighborMonitor. 
1. When Wi-Fi enabled, ap0 interface is added and IpNeighborMonitor's
   start() is invoked in IpServer's constructor.
2. There's no stop for IpNeighborMonitor when IpServer stop.
3. During overnight test for Wi-Fi, networkstack is too slow to
   process request due to memory leak in IpNeighborMonitor and
   binder buffer is blocked causing exception.
Solution: Invoke IpNeighborMonitor.stop() in UnavailableState.enter().
