The TelephonyPermissions phone number access check can require several
interactions with the system_server to obtain the targetSdkVersion
and check the required permissions / appops for the requesting
package. This commit refactors all of these checks into the
LegacyPermissionManager (similar to what was previously done for the
device identifier access checks), requiring only a single request
to the system_server to check all non-subscriber access requirements.

Recently introduced check for isBufferQueueLayer doesn't work
because the FX_SURFACE_NORMAL flag is 0x0 not 0x1 as expected.

Create a dedicated api in the sensor privacy service to check if the
toggle is supported.
Also address some other api feedback and also rename the older mute
feature to all-sensors so that there are no longer overloaded methods
with different functions.

UsageStatsService wrongly assumed a ACTIVITY_PAUSED event must be
preceded by a ACTIVITY_RESUMED event, but there are some scenarios where
it is possibly to go directly from STOPPED to PAUSED.

It was possible for the system to crash when trying to handle sandman
because the DisplayGroupPowerStateMapper was being accessed without
holding the Power Lock.
This change ensures that DisplayGroupPowerStateMapper is only accessed
while holding the lock which prevents this crash from happening.

Recently exposed ViewRoot API requires requestTransparentRegion for
many of the use cases we want to support. requestTransparentRegion is
already public API, however the documentation and definition is a little
confusing and arguably it shouldn't do anything unless we also implement
gatherTransparentRegion. gatherTransparentRegion is already made public
through SurfaceView, and so exposing it properly on View seems like
a non disruptive option.
