A ClassNotFoundException is thrown when an application starts a
service defined in the isolated split. This cl uses the class loader
of the split to load the class of the service. It also updates the
correct split context to the service.

Previously in launcher quick steps, when one handed mode trigger
the gesture is easy to conflict "swipe up Recents" and
"swipe horizontal for quick switch", we only consume gesture when
SYSUI_STATE_ONE_HANDED_ACTIVE=true, however, user have a bad
experience when one handed transitioning conflict to "swipe up
to launch recents".
Legacy design :

onStopFinished() : SYSUI_STATE_ONE_HANDED_ACTIVE -> false
New design :

BLOCKED_REASON_* constants have been moved to ConnectivityManager
and blockedReasonsToString() util method doesn't belong in
NetworkPolicyManager as an API. So, just removing it for now.

The corresponding functions already has a boolean return value in the
reboot escrow manager. So expose the return value to the recovery
system.

Hibernation disk state can be stale and lead to getting inconsistent
hibernation states with force-stop. We resolve this by checking the
hibernation state against force-stop and unhibernating if the app is not
force-stopped but hibernating.
Similarly, if we unlock a user and determine that a package is not
hibernating for that user but the package is globally hibernating, we
globally unhibernate the package.
