801a654427 Do not access SettingProvider in test code 
New policy: b/175024829
Settings key: <one_handed_*> is not readable.
From S+, new public settings keys need to be annotated
with @Readable unless they are annotated with @hide.

9461c9eb2c Add quick access wallet tile. 
This tile is gated by a feature flag and the QAW Client service availability.
Also add a new icon for the wallet tile as a fallback option - if it fails fetching the icon from QAW Client, the fallback icon will be used.

42968075d6 Biometric time-based resetLockout for multi-biometric devices 
On devices with multiple sensors, lockout should be reset whenever
any strong sensor authenticates.

b98a658c27 Prompt notifications for non-accessibility services 
Prompts a notification for the non-accessibility category service after
24 hours enabled to alert users the service has powerful permissions to
view and control the device. And the notification won't be resend to
the same service by saving the dismiss record to Settings.

d1567bf7c3 Change context to WindowContext for non-activity window 
Currently the window bounds of an non-acitivty window depends on
the display area bounds. We need to change to this windowContext
to get the correct windowmetrics for the further display area
feature support.

d66c967c71 Implement inline suggestion tooltip 
In the InlineSuggestionFactory, it will filter the tooltips by the
field let only the first one can pass to the IME and drop others.
When the IME inflates the inline suggestion, if there is a tooltip of
the suggestion view, inflates the tooltip view at the same time. It
will create the InlineTooltipUi that will be a popup window and
contains the surface view of the tooltip.

2901b78aaa Add interface for the inline suggestion tooltip 
The inline suggestion tooltip is used to show some descriptions for a
specific inline suggestion to let the user easily understand the
suggestion and promo the suggestion. Or educates the user how to
operate the inline strip.

The patch defines some APIs to enable the suggestion provider to
conveniently provide tooltips for the user.
