Mashopy 3a30d0e0b3 apns: Use the proper settings for SFR (MCC 208 with MNC 10)

* This is a mix of SFR [1], RED by SFR [2] and Prixtel [3] APN configs due to minor differences between them.
* The xcap type have been added due to it being present on mutliple apns-config.xml from different stock ROMs (OneUI, OOS, MyOS)
