Separates autofill preferences into 2 categories - one for the passwords
settings and one for the existing default service preference.
The passwords preference controller dynamically creates preferences for
each autofill service.

If a notification listener has access via the
companion device manager api, list the name(s) of the
associated devices to give the user more context about
why the app has notification listener access.

Adding a settings screen to control the permission SCHEDULE_EXACT_ALARM.
Apps can start this by starting a newly introduced API intent
REQUEST_SCHEDULE_EXACT_ALARM.
Test: make -j RunSettingsRoboTests

For now, keep both BatteryStatsHelper and BatteryUsageStats in play.
The plan is to transition from the former to the latter, one usage
at a time. When all is said and done, all references to
BatteryStatsHelper will be gone.

When the collapsing toolbar is applied in the Settings app, some pages
they used manage_applications_apps will have the collapsing toolbar not
work properly. This was caused by using multiple CoordinatorLayout and
AppBarLayout in these pages.

Based on the Android S design, move additional settings preference
above the Notifications preference and use SpacePreference to draw
the horizontal divider below AppButtonsPreference since the additional
settings preference is only visible by condition.
Also remove initialExpandedChildrenCount to expose all preferences.

On Android S, the help menu will be removed from the toolbar in all
setting pages. This is using a feature flag to turn on/off the help
menu. Then, it should be entirely removed when the collapsing toolbar
feature rolled out.
