Add getBindDeviceAdminTargetUsers API. To be used
for the device or profile owner in a COMP setup to
know the UserHandle of their instance running on
the other profile.

Test:  cts-tradefed run cts --module DevicePolicyManager --test com.android.cts.devicepolicy.DeviceOwnerPlusManagedProfileTest
