Riddle Hsu fa96d4b6b4 Revert "Reduce invocation of surface placement of switching activities" ...

This reverts commit 5495bffd23.

Reason for revert: Sometimes the app transition may be executed
later by animation thread rather than the relayout from client,
which may delay the time of transition ready.
