Philip Cuadra ef671105e1 Remove tracing for notifyContentCapture ...

These traces get expensive in aggregate due to an increased number of
notifyContentCapture events.  Remove them.

Bug 188836620
Test:  Confirmed no notifyContentCapture trace points in systrace
