Modify the condition used for starting RulesManagerService: use mOnlyCore rather than disableNonCoreServices. mOnlyCore is important for the secure lock screen and when mOnlyCore is true the RulesManagerService cannot perform trust checks. Therefore, disable the RulesManagerService when mOnlyCore == true. disableNonCoreServices is apparently not used.
