Jamie Gennis d52c14df02 SurfaceFlinger: use the HWC gralloc usage bit ...

This change makes SurfaceFlinger always use the
GRALLOC_USAGE_HW_COMPOSER usage bit when allocating buffers that may be
passed to the HWComposer.
