Alex Johnston aaa1b446fc Modified DPM KEYGUARD_DISABLE_SECURE_NOTIFICATIONS restriction 
* Introduced logic that allows the profile owner of an
  organization-owned device (COPE PO) to set the restriction
  KEYGUARD_DISABLE_SECURE_NOTIFICATIONS on the parent profile.
