Polina Bondarenko a6dba0ab35 Make TelephonyManager APIs public:

TelephonyManager.getSimState(slotIdx) and
TelephonyManager.SIM_STATE_CARD_RESTRICTED.

It is needed for OobConfig app unbundling.
