Dave Mankoff 9fec4869c8 Fix FalsingManager when a11y is on. ...

Replaces AccessibilityManager.isEnabled() with
AccessibilityManager.isTouchExplorationEnabled(), which is more
correct. The wrong method was selected when it was first checked in.
