John Spurlock 8506149f61 StatusBar: Respond properly to global expand message ...

Fix timing issue in PhoneStatusBar#animateExpand(). Also, notification panel
drag handle (when expanded) reflects movement immediately.

To test animateExpand():
  $ adb shell service call statusbar 1
