David Su 681e9b1f96 WifiActivityEnergyInfo: clean up API surface 
- Removed setters and made object immutable.
- Added annotations where appropriate.
- Marked isValid() as @hide.
- Refactored BatteryExternalStatsWorker to not
    use setters
