Louis Chang 5510ecdfa9 Deprecate MANAGE_ACTIVITY_STACKS permission ...

Adding MANAGE_ACTIVITY_TASKS permission as the replacement, but
still grant the deprecated MANAGE_ACTIVITY_STACKS permission for
app compatibility.
