Andreas Gampe 52764cba59 Frameworks/base: Add holder to BaseBundle ...

Move EMPTY_PARCEL into an inner holder class. Add holder to
preloaded-classes. Clean up dependencies.

Allows to compile-time initialize:
* android.os.BaseBundle
* android.os.Bundle
* android.os.PersistableBundle
* android.telephony.CarrierConfigManager
