Winson 412754816d Adding PIP input consumer. 
- This CL provides the framework for manipulating the pinned stack using
  an input policy (to be determined later) provided by the SystemUI.

Test: android.server.cts.ActivityManagerPinnedStackTests
Test: #testNonTappablePipActivity
