Anton Hansson 2157c89792 Add SuppressLint to framework-annotations-lib 
Not having this on the classpath causes metalava to ignore
@SuppressLint annotations on APIs.

(The annotation has CLASS retention).

Test: m <framework-module>-check-current-api (with suppressions)
