Support new parameters based on new API.

Bug: 78525209
Test: Builds and unit tests pass on oc-mr1-iot-dev. Able to push json
to 'next_boot.json' and verify it is moved to 'last_boot.json.' Builds
on master with target sdk_google_iot_x86.
