Wink Saville 1f3278e111 Refactor IccRecords and IccCard ...

IccRecords is now full base class for RuimRecords and SIMRecords
so we can use the IccRecords to represent both Ruim and SIM records
class.

Rename mSIMRecords to mIccRecords in PhoneBase.

Remove mRuimRecords.
